A key challenge for the upcoming budget is the anticipated delay in returning to a budget surplus, potentially pushing the timeline to 2027-2028. This delay is attributed to a sluggish economy and reduced land sales revenue. Despite this, the government remains committed to investing in strategic areas to enhance Hong Kong’s competitiveness.
